The town of Boxford is seeking a highly qualified and motivated professional to serve as its next Treasurer/Tax Collector, effective August 2026.

The Town’s Finance Team operates in a collaborative model, including the Town Administrator (Chief Financial Officer), Assistant Town Administrator/Finance Director, Treasurer/Tax Collector, and Director of Assessment, providing a strong professional environment and shared responsibility for financial operations.
About the Role
The Treasurer/Tax Collector oversees the Town’s treasury and revenue collection functions, including the receipt, investment, disbursement, and reconciliation of municipal funds, as well as tax collection, cash flow management, debt administration, and payroll operations.
The Treasurer/Tax Collector serves as a key member of the Finance Team, working closely with the Town Administrator and Assistant Town Administrator/Finance Director to safeguard the Town’s financial integrity, maintain public trust, and ensure compliance with all applicable local, state, and federal requirements.
The position is responsible for managing the Treasurer/Tax Collector’s Office and supervising support staff, while delivering responsive service to residents, businesses, employees, and Town departments.
Key Responsibilities
- Oversee the custody, collection, deposit, and reconciliation of all municipal funds
- Manage cash flow, banking relationships, and investment activities in accordance with law and Town policy
- Administer real estate, personal property, and excise tax billing, collection, enforcement, and refunds
- Coordinate and manage short-term and long-term debt, including bonds and BANs
- Ensure timely debt service payments and compliance with continuing disclosure requirements
- Oversee or provide operational leadership for Town-wide payroll administration
- Maintain strong internal controls and ensure compliance with all applicable regulations
- Prepare required financial reports for the Town, Bureau of Accounts, and Town Report
- Supervise Treasurer/Tax Collector staff and office operations
- Collaborate with the Finance Team to support audits, financial reporting, and organizational continuity
Qualifications
- Bachelor’s degree in accounting, finance, business administration, or related field
- Five years of progressively responsible municipal finance experience, including supervisory responsibility
- Strong knowledge of Massachusetts municipal finance laws and practices
- Experience with cash management, tax collection, investments, debt, and payroll
- Familiarity with Munis or similar municipal financial systems preferred
- Massachusetts Municipal Collector and/or Certified Massachusetts Municipal Treasurer certification preferred, but not required
- Ability to become bonded
