The town of Norwood is seeking a progressive, qualified, and experienced candidates for the position of Treasurer/Collector who will join the town at an exciting time. Norwood has recently finished a conversion of its ERP software package (Tyler Munis) which utilizes the latest technology for accounting, collection, payroll, and tax billing.  Norwood also owns its own municipal light and broadband company and the selected candidate will be able to work with Norwood Light in implementing new state of the art collection methods and digitizing all means of collection.  The town of Norwood is a full-service municipality with a municipal light and broadband company, municipal airport, water/sewer, and facilities and human resources fully integrated with Norwood Public Schools with plans for further shared services.  The town has stable elected and appointed leadership, a strong taxbase with significant commercial and industrial customers, and a total municipal budget of $210 million.

The general purpose of this position is to perform professional, administrative, and supervisory work in overseeing and participating in the collection of all monies due the town; the receipt, expenditure, and custody of municipal funds; the borrowing of money; and the custody of tax title properties and all other related work as required. Supervises a staff of seven including an Assistant Treasurer/Collector. Enforce the law in regard to delinquent tax accounts; prepare required forms and documents for tax taking; compute interest and posts abatements; handles preparation of municipal liens for banks and attorneys. Oversee the investment of all funds. Serve as custodian of the stabilization funds, pension funds; trust funds, and tax titles. Supervise the preparation of and issue town payroll.

The ideal candidate will have excellent supervisory skills in a union environment, experience as a municipal treasurer/collector or a very related municipal government management position, experience reviewing and auditing department operations for inefficiencies or improvements, experience with municipal financial systems or experience with implementing new systems. General requirements include bachelor’s degree in accounting, finance, business administration, business management or related field, Masters preferred. Five years of experience in accounting, banking, and/or general finance, five+ years preferred, two years of supervisory experience, five+ years of progressive managerial experience preferred, ability to pass a very thorough background check. Special requirements include certification as a Collector and Treasurer by the Massachusetts Collector/Treasurer Association desired. Must have ability to be bonded. Must satisfactorily pass all pre-employment reference and background checks and exams.
