The town of Southborough, Mass., (pop. 10,450; FY23 budget $56.98 million) seeks a skilled and experienced public works professional who can build on the success of the department and its preceding superintendent while welcoming change for the future of the organization. Candidates must have superior project management, leadership, and communication skills, along with proficient technical skills; will embrace the transparency of municipal operations, public outreach, and community engagement; and is comfortable using metrics to inform management decisions and measure organizational performance. Responsibilities include planning, directing, and administering all aspects of the DPW, including water distribution and treatment, vehicle maintenance, engineering, highway, public shade trees, and solid waste; formulate, develop, and recommend departmental policies, projects, and procedures; oversee management of department personnel; develop and administer all division budgets; and administer all capital planning. Department divisions include Highway, Water, Grounds, Fleet, Operations, and Office. The department has 15 FT employees with seasonal summer employees. The DPW FY23 budget is $2.54million. Water is an enterprise fund.
Applicants must have a bachelor’s degree in civil engineering or a related field. At least 7seven to 10 years of progressively responsible experience in municipal public works construction, maintenance of equipment, and engineering; including five years in a supervisory/management capacity; or equivalent. A Motor Vehicle Operator’s license is required. Certification as a Licensed Professional Engineer in Massachusetts, preferred.
