Shared Health Specialist – South Coast Public Health Collaborative

The Shared Health Specialist supports the South Coast Public Health Collaborative (SCPHC), serving the towns of Marion, Rochester, Freetown, Lakeville, and Westport. This role strengthens local public health services in line with the 2019 Special Commission on Local and Regional Public Health recommendations and promotes healthier, more equitable communities.
Reporting to the SCPHC Board and the Westport Director of Public Health and/or Shared Services Coordinator, the Specialist provides environmental public health expertise across member towns. Duties include inspections, environmental reviews, technical guidance, policy development, training, and program updates.
Key Responsibilities:
- Provide guidance to member communities on environmental public health.
- Perform inspections and enforce state/local health codes in areas including septic systems, food safety, housing, pools, camps, mosquito control, and nuisances.
- Review and approve plans for septic systems, food establishments, and similar facilities.
- Investigate complaints and ensure compliance with public health regulations.
- Develop and oversee shared service grant budgets and reporting.
- Conduct training for local health staff and assist with public health program implementation.
- Maintain updated knowledge of public health laws, trends, and certifications.
- Collaborate with stakeholders and attend required meetings with the MA Department of Public Health.
- Perform other related duties as needed across all member towns.
Qualifications:
- Bachelor’s degree in public health or related field with three to five years of experience; Master’s preferred with two-plus years.
- Knowledge of public/environmental health laws and inspection techniques.
- Strong skills in communication, organization, multitasking, and public engagement.
- Valid MA driver’s license required. Soil Evaluator & System Inspector Licenses preferred (must obtain within 18 months).
Skills and Abilities:
- Proficiency in MS Office; GIS knowledge a plus.
- Ability to manage multiple priorities, work collaboratively, and maintain confidentiality.
- Ability to interpret and enforce laws fairly and consistently.
Work Environment:
Work is split between office and field. Moderate physical effort required, including lifting up to 30 lbs. Must be able to climb stairs and work in varied conditions. Regular travel across SCPHC towns is expected. Base office is in Westport.
