Under the direction of the Town Manager, this position is responsible for ensuring that the town engages in cost effective purchasing procedures and is in compliance with Massachusetts law governing procurement of municipal supplies, services, materials, equipment, and construction projects.

Essential Functions:
Serves as consultant and advisor to town departments engaged in purchasing activity; oversees Invitation for Bid process and is responsible to award and execute all related contracts.
Serves as liaison to regulatory agencies, vendors, contractors, engineers and architects and the general public.
Receives, investigates, and mediates complaints from vendors regarding M.G.L.c.30B, c149, c. 30 and 39 procurements by the town.
Maintains records, prepares reports, and performs related work as required.

Knowledge, Skills and Abilities:
Experience in public sector finance and purchasing protocols and procedures highly desirable.
Demonstrated experience and knowledge of M.G.L.c.30B, c. 149, 149A and 30, 39M required.
Proven ability to manage diverse staff.
Microsoft Office Skills (Word, Excel & Outlook)
Expertise in MUNIS financial and purchasing modules preferred.
Experience with Invitation; for Bids and Requests for Proposals process.
Certified Public Purchasing Official (MCPPO) designation required.
