The city of Lowell is seeking qualified, experienced, and energetic candidates for the position of Neighborhood Planner in the Department of Planning and Development. This position reports to the Chief Design Planner and is responsible for managing neighborhood and sustainability plans. Bachelor’s degree in urban planning, public administration, political science or related field from a four-year college or university is required. Three to four years of related experience and/or a master’s degree in urban planning preferred. Grant writing preferred. Experience with graphic design, modeling, drafting, publication, layout software and a visualization technique is preferred. Knowledge of geographic information systems (GIS) is required. Project management experience is a plus. The applicant must understand the theory, principles, standards and practices of urban planning, traditional neighborhood design, and the tools and techniques for creating and sustaining vibrant urban neighborhoods. The applicant must also have experience building consensus and developing independent programs and policies in a fast paced environment. Salary range is $61,271.02 (min) to $65,905.98 (max) annually; 35hrs/week.
