Position Title: Land Use and Development Planner

Position Summary

The Land Use and Development Planner provides technical, administrative, and customer service support to the Department of Community and Economic Development. This role supports the (Climate Action and Resilience Committee, Board of Health, Conservation Commission, Historic District Commission, Open Space and Recreation Planning Committee, Affordable Housing Trust, and other related boards, committees, and inspectional services.
This position ensures that petitions and processes are executed accurately, efficiently, and in compliance with applicable laws and deadlines.

Recommended Minimum Qualifications

Education and Experience

  • Bachelor’s degree or equivalent required.
  • Minimum of three years of experience in municipal or general office settings.
  • Background in business operations, customer service, office administration, and recordkeeping preferred.

Knowledge of:

  • Municipal planning and permitting processes.
  • Zoning, affordable housing, and related regulations.
  • Massachusetts land use laws and regulations.

Skill in:

  • Providing exceptional customer service and communication.
  • Using computer applications, including Microsoft Office (Word, Excel, Outlook), internet, and database systems.
  • Research, organization, and prioritization of tasks.

Ability to:

  • Maintain confidentiality and handle sensitive information.
  • Communicate technical and complex information clearly to the public.
  • Interpret zoning bylaws, housing regulations, and relevant state statutes.
  • Coordinate permitting activities and manage administrative workflows.
  • Resolve conflicts and respond to complaints professionally.
  • Multi-task in a dynamic and interrupt-driven environment.
  • Prepare detailed records and comprehensive reports accurately.
  • Learn and utilize GIS and other department-specific software.
  • Work both independently and collaboratively within a team.
  • Attend evening or off-hours meetings as necessary.

Preferred Qualifications

  • Degree in urban planning, environmental studies, or related field.
  • Experience with climate resilience planning, zoning, and land use regulations.
  • Strong knowledge of GIS and data analysis tools.
