The Assessor is responsible for establishing and maintaining assessments of real estate and personal property within the city of Methuen. The Assessor will establish strategies for assessing commercial and residential properties to ensure the continued financial health of the city.
Appraises real and personal property within the city; Performs administrative work and field review on assessments of all taxable and exempt real estate and personal property; Inspects land and land changes resulting from map changes, deed transfer and subdivision changes; Examines deeds maps, building plans, permits, personal records and market date to obtain additional valuation data and to locate all taxable property; Gathers additional appraisal data from banks, real estate agents and attorneys directed by Massachusetts General Law to place fair market value on all real and personal property as of January 1st of the taxing year. This includes additions to/deletions from and alterations on all taxable and exempted assessment accounts; Explains revaluation, appraisal procedures, abatements, exemptions, and the effect of new or proposed construction on assessed values to property owners and their representatives; Investigates requests for abatements of property tax; prepares comparative cost and sales studies; prepares presentation for appellate court cases; Serves as a member of the Board of Assessors, meeting regularly to discuss and justify recommended evaluations and furnish technical information; testifies in court or at Appellate Tax Board hearings, as necessary; Complete any/all required Department of Revenue reporting; Assist in setting the annual tax rate; Supervise department employees as well as the contracted assessment vendor; Performs special assignments and other special projects and related duties/responsibilities as initiated and requested; performs any other duties as directed.
Minimum Qualifications: Bachelor’s degree in related field with five years of progressively responsible experience; or equivalent combination of education and experience. Also requires Massachusetts Accredited Assessors certificate or Certified Massachusetts Assessors certificate issued by the Massachusetts Association of Assessing Officers OR be able to complete the basic course of training and pass the examination through the MAAO within two years following appointment. Must possess a valid motor vehicle license.

Compensation: $1,562.93-2,065.99 per week (salary/benefited); Regular office hours: Monday – Thursday 8 a.m. – 4:30 p.m., Friday 8 a.m. – Noon. (Night meetings may be required).
