The town of Sturbridge Department of Public Works is seeking a Permitting and Engineering Manager. The DPW is responsible for the operation and maintenance of all town roads, streets, sidewalks, drainage, stormwater, resurfacing roads, recreational areas, parks, cemetery operations, winter maintenance program and supports the Water and Sewer Department. The Permitting and Engineering Manager acts as the Director in their absence and is responsible for the division’s compliance with all applicable federal, state, and town regulations.

Primary responsibilities are to review issue and apply for permits, prepare for and plan construction projects, oversee compliance with and provide guidance for MS4 storm water permit compliance. The Permitting and Engineering Manger prepares, justifies, manages and monitors operating and capital budgets and related programs and projects. The incumbent prepares specifications and plans procurements for projects, equipment, supplies, and materials, and coordinates work activities with other Water and Sewer Department, utilities, municipal agencies and private contractors. The Permitting and Engineering Manager will oversee the Head Mechanic and Foreman and act as Foreman is their absence. The incumbent is on call at all times.

Requirements: bachelor’s degree in civil/environmental engineering with two to five years’ experience (preferably in a related municipal public works field) or minimum equivalent combination of education and related experience in highway layout, construction, maintenance, drainage systems, design, or supervision as it pertains to highway connected activities; working knowledge of civil engineering principles and practices; experience with MS4 permitting and compliance, experience with Massachusetts procurement laws; effective leadership skills; experience in dealing with the public; valid Massachusetts Class D driver’s license; excellent written and oral communication skills; and strong time management and organizational skills. Preferred: EIT, active membership in at least two professional organizations; knowledge of GIS.

The anticipated hiring range for this position is a salary position, $84,609 to $98,599 DOQ with numerous municipal benefits.
