The city of Watertown is seeking a highly motivated, skilled and professional individual to fill the role of Director of Public Buildings. The Director will supervise and manage a department staff of 41 employees (Assistant Director of Public Buildings, Facilities Project Manager, Energy Manager, Administrative Assistant, 31 custodians and six maintenance employees); coaches, mentors, counsels, and manages performance of direct reports. Evaluates the department and makes recommendations regarding policy or procedural changes as needed.
Develops a long-range capital plan for municipal and school buildings. Creates the annual operating budget for both municipal and schools departments. Work with the purchasing department to create and advertise third-party house contracts. Secures estimates for goods and services and works closely with the Purchasing Office to ensure that the department is in compliance with public procurement laws, MGL Chapters 149, 30B, 30-39M. Proposes specifications and bid conditions to the appropriate purchasing authority for all items requiring such bids by law or policy. Develops scope for work not requiring bid but still needed for the competitive process.
Monitors construction activities, including periodic site visits, attend weekly construction meeting. Provides oversight and coordination of subcontractors and temporary construction workers for those projects in which the district acts as general contractor or for small scale projects that don’t require a general contractor.
Oversees the city’s energy management programs and initiatives in concert with the department’s Energy Manager. Manages and coordinates utility services to all buildings including identifying opportunities for and promoting energy management, cost containment, and usage reduction strategies.
Ensures that department staff follow all federal and state regulations relating to EH&S, OSHA and DOLS. Acts as the schools asbestos designated person. Oversees all Asbestos Hazard Emergency Response Act (AHERA) actions. Key member of the building committee to help shape the design and construction of any new schools or municipality buildings.
Recommended Minimum Qualifications: Bachelor’s degree from an accredited institution, preferably in a related field such as facilities or construction management, or engineering, five or more years of progressive experience and responsibility in the facility operations; three or more years of successful supervisory experience; or an equivalent combination of education, training, and experience.
Salary Range: $125,000-$135,000 annually non-aligned position with an excellent benefits package.
