The town of Plymouth is seeking a Director of Human Resources. This position reports to the Town Manager.
Manages and supervises the Human Resources Department to achieve goals with strategic resource allocation; develops and maintains a human resources system that meets executive management information needs; maintains and communicates records required by law or local governing bodies, or other departments in the town. Performs administrative, technical, and professional work in directing and supervising the personnel systems of the town of Plymouth, including classification, compensation, recruitment, selection, labor relations, benefits administration, and training; all other related work as required. Performs varied and highly responsible duties requiring extensive independent judgment in ensuring conformance with applicable laws, regulations, collective bargaining agreements, and departmental policies, and in responding to media requests; may participate in the development of management plans and programs at the municipal-wide level. Supervises Human Resources Department staff; provides general guidance to all department heads regarding matters of personnel policies and procedures. Oversees and participates in the recruitment, screening, hiring, and orientation of all new town employees. Responsible for developing, administering, and proposing improvements to the town’s salary administration plan and classification plan; monitors and reviews current personnel policies, job classification and salary structures, and recommends changes as required; revises and maintains job descriptions. Actively participates in the collective bargaining process; assists in the development of bargaining concepts and strategies; works with labor counsel and presents the town’s case to mediators, fact finders and arbitrators as needed; coordinates post-negotiation activities, including submission of cost items to Town Meeting, and communication of contract changes to department heads; continuously administers collective bargaining agreements ensuring compliance with labor contracts; maintains communications with appropriate union officials for exchange of information, informal discussion of union-management affairs and related matters; assists with the grievance process as necessary.
Bachelor’s degree in human resources, public administration, business administration, labor relations or related field and a minimum of five years’ experience as a municipal human resources/municipal personnel director. Master’s degree in public administration with concentration in human resources management preferred. Experience with Munis highly desirable.
