Overview

Marblehead Public Schools is a district of five schools with an enrollment of approximately 2,700 students, with a staff dedicated to academic excellence, equity, and support of students’ social emotional well-being.

The Director of Finance and Operations is an important member of the district leadership team who provides focused leadership in the development and management of our school system’s financial and business operations. These include operating and capital budget development, implementation, supervision, long-range planning, fund accounting, and internal/external audits. The Director of Finance and Operations also prepares statistical and narrative reports, including financial statements for the Superintendent of Schools and the School Committee, as well as for all state and federal reports.

Performance Responsibilities
Financial Management and Leadership

Monitor the budget monthly and prepare routine projections and analysis and report results to the Superintendent and Finance Subcommittee.

Conduct multiyear forecasting of revenues, expenses, and other data.

Prepares multiyear financial projections that address the strategic and long-range planning efforts of the district, including enrollment changes, system-wide goals, and facilities.

Ensure that the district’s fiscal practices are in compliance with statutes, regulations, and best business practices.

Ensure timely and accurate payroll and reporting.

Serve as the district’s Chief Procurement Officer and oversees district procurement and manages the preparation and execution of all school department bid proposals/contractual obligations and negotiates vendor contracts in compliance with all necessary federal, state, and local requirements.

Supervise purchase requisitions/purchase order process and oversee all accounts payable activities.

Coordinates all capital expenditure projects.

Monitor district funds for compliance with state regulations and ensure stable long-term financial health of the district.

Effectively communicate budgetary information with all stakeholders including Superintendent, Principals, Directors, School Committee, Board of Selectmen, Finance Committee, and the public at large.

Manage contracts with all outside vendors.

Monitor budgetary impact of all hiring and employee separations.

Supervise, evaluate, and ensure appropriate training for business office personnel, Facilities Manager, and Food Service Director.

Conduct financial analysis to support development of collective bargaining strategy.

District Leadership

Advise the Superintendent of Schools on all matters related to the responsibilities of the position.

Provide leadership for a collaborative district team to ensure that financial and operations practices and priorities are aligned with the district’s mission and beliefs.

Collaborate with the Assistant Superintendent of Teaching and Learning in district-wide planning to assist with the use of financial resources to support the district’s teaching and learning goals.

Work collaboratively with the Director of Student Services on all aspects of the special education budget, including grants and other revenue sources, expenditures, and out-of-district tuitions.

Assist with collective bargaining and the adjudication of employee grievances as required.

Assists in the development of policies and administrative guidelines for business, facilities, and food service.

To liaise with the Department of Elementary and Secondary Education and other agencies on matters, which lie within the scope of the position, and to ensure that reports required by the DESE are made in a timely manner.

Lead and coordinate change processes for effective implementation of changes in business office and operations programs and protocols.

Provide leadership and guidance to building principals on all matters related to the responsibilities of the position.

Regularly attend School Committee meetings, finance subcommittee meetings, and facilities subcommittee meetings.

Perform such other duties as may be assigned from time to time that fall within the general scope of the position.

Facilities

Oversee the general operation of all facilities management including maintenance and custodial operations.

Prepare and oversee the district’s capital planning and implementation.

Oversee and coordinate all in-district transportation services including bus routing, user fees, and overall efficiency of the fleet.

Food Service

Oversee and coordinate all food services for the district to deliver a high-quality food service program compliant with federal, state, and local laws, policies and guidelines.

Skills

Strong supervisory, communication, and presentation skills.

Ability to work collaboratively with a high-performing team and communicate effectively with diverse groups: committee members, administration, and faculty.

Expertise in budgeting and a demonstrated ability in operations analysis, forecasting, and strategic planning.

Excellent computer skills and familiarity with computer networks and financial software.

Knowledge of public procurement, auditing procedures, state reporting, municipal or school district accounting principles, fiscal management, purchasing, maintenance of buildings/grounds, grants, contracts, and personnel supervision.

Thorough knowledge of federal, state, and local laws regarding school finance and operations.

Highly developed interpersonal skills and experience in project management and facilitating change.

Education and Experience

Licensed as a School Business Administrator. A minimum of five years’ administrative experience in a significant leadership role with at least three years of successful financial management and supervisory experience in a school or municipal organization. Massachusetts Certified Public Purchasing Official (MCPPO) designation preferred. Bachelor’s degree in accounting, business administration, or a related discipline required; master’s degree preferred.
