The town of Barnstable is seeking a Director of Assessing to provide professional, administrative and managerial work in directing municipal tax assessment activities and in managing the operations of the Assessing Program; all other related work as required. Bachelors degree with courses in business administration, finance and property assessment and more than seven years of progressively responsible experience in the valuation of property for tax purposes in accordance with modern assessment principles including five years of supervisory experience; or any equivalent combination of education and experience. Certification as a Massachusetts Accredited Assessor or as a Certified Massachusetts Assessor required or ability to obtain during first six months of employment. Class D driver’s license required. Thorough knowledge of modern assessment practices. Thorough knowledge of municipal laws relating to the assessment of property and the levying of taxes. Thorough knowledge of mapping, surveying, zoning and deeds. Thorough knowledge of computer applications for assessing and data analysis functions. Ability to effectively manage, hire and train department personnel of all skill levels in all positions. Ability to prepare accurate projections for tax revenues, analyze growth patterns and effectively translate valuation trends into equitable mass appraisal tax valuations. Ability to prepare, adjust and manage budgets within financial constraints. Ability to communicate effectively both orally and in writing with taxpayers, town officials and all other public information requests. Proficiency in the use of computers including word processing, spreadsheets, database extraction and analytical software. Strong knowledge of GIS, MUNIS, and Vision Software applications.
