The town of Falmouth seeks an experienced professional to serve as chief financial officer for the town and oversee Department of Finance which includes municipal collections, assessing, accounting and treasury divisions. The town of Falmouth has annual revenues of approximately $155 million and a AAA bond rating. Finance Director reports to Town Manager and supervises Town Accountant, Treasurer/Collector and Assessor. The Finance Director develops revenue projections and recommends plans for administrative systems and internal financial controls throughout the town. Working within policy objectives outlined by the Select Board and under the direction of the Town Manager, develops and prepares the annual operating budget and capital improvements recommendations inclusive of funding sources. In conjunction with the Treasurer, prepares the town’s debt management, including recommendations for bonding, short-term borrowing, and self-funding. Oversees preparation of tax rate certification. Evaluates and implements financial management systems to advance the goals and objectives of the Select Board and Town Manager. Provides documentation and presentations to promote transparency and public understanding of municipal finances. Serves as the Town’s Chief Procurement Officer; guides and assists Town departments relative to competitive bidding and applicable procurement laws and regulations. Attends Finance Committee meetings and serves as technical advisor and staff liaison providing professional, research and administrative assistance. Attends Select Board and other committee, commission, or board meetings to furnish input relating to department matters as requested. Supports the goals of the Town Manager and the Select Board through creative problem solving, decision making, a commitment to customer service, and by taking initiative to improve the efficiency and effectiveness of the department. Provides instruction and mentoring to subordinate employees. Provides advice and support to supervisors. Performs general administrative duties, processes forms and reports.

Town will negotiate flexible schedule, including some remote work and signing bonus DOQ with successful applicant.

Wage: $103,563.20 – $135,116.80/yr. Preference Date: Oct. 7.
