Assistant Town Manager – Personnel & Administration — Town of Norton
The town of Norton seeks an experienced, strategic Assistant Town Manager – Personnel & Administration to help lead a modern, high-performing organization. This newly created role is a key member of the senior management team, providing executive leadership for human resources, labor relations, and administrative operations. The ATM oversees all HR functions, drives policy development and implementation, coordinates cross-departmental initiatives to improve performance and workforce development, and may serve as Acting Town Manager.
Recommended Minimum Qualifications: Bachelor’s degree in human resources, public administration, business administration, or related field; seven years of progressively responsible HR or municipal administration experience, including labor relations and supervisory responsibilities. Thorough knowledge of Massachusetts employment law and best practices. Strong leadership, negotiation, communication, and analytical skills, with proficiency in HR information systems and office software. Master’s degree or advanced certification (PHR/SPHR or SHRM-CP/SHRM-SCP) preferred or obtainable within two years. Or equivalent education and experience.
Salary Range: $95,534–$145,236 DOQ, with excellent benefits.
