Position: Assistant to the Town Manager
Location: 10 Nickerson Ave., Middleborough, MA
Status: Full-time, non-union, contracted employee
Hours: 40 hours per week
Wages: $85,000 – $99,000, commensurate with experience
The Assistant to the Town Manager is responsible for highly professional administrative work. This position directly assists the Town Manager in a wide range of functional areas and initiatives, including procurement, the Town budget, and Town contracts. This position reports directly to the Town Manager.
ESSENTIAL FUNCTIONS
- Directs the preparation and review of the department budget for the Town Manager’s Office. Assists the Town Manager in the development of the annual operating and capital budgets; reviews annual departmental budget submittals with each department head. Performs analysis of department budgets and makes recommendations for the Town Manager’s review.
- Assists the Town Manager in responding to requests and inquiries from the Select Board, elected and appointed officials, and the public.
- Prepares invitations for bids, requests for proposals, quotes, contract reviews, and other procurement-related acquisition documents in compliance with procurement laws and the rules and regulations of the Town. Administers the opening procedures, analyzes the contents, makes a recommendation for the award, and facilitates the contracting process.
- Reviews, crafts, prepares, and approves contracts for execution by the appropriate authority
- Assists the Town Manager in the daily operation of the town government. Undertakes assignments, administrative tasks, and supervisory functions, as directed by the Town Manager; represents the Town Manager and keeps them informed with regard to Town business and administrative financial affairs.
- Administers various insurance policies for the town, including, but not limited to, workers’ compensation and town liability insurance; acts as a liaison with insurance companies; prepares all supporting documents and reports.
- Acts as assistant to the Chief Procurement Officer. Issues purchase orders, oversees bids/requests for proposals, prepares training materials; assists with all procurements, bid procedures, and requests for proposals; may coordinate the purchase of supplies, materials, and equipment; ensures competitive bidding, and notifies bidders of awards for all departments and activities of the town.
- Maintains list of bids and related information; revises bid specifications and sends out information to vendors; advertises bids, and coordinates incoming bid materials from vendors; prepares public notices regarding employment opportunities and arranges for advertising and interviews.
- Assists in the preparation of the Annual and Special Town meeting warrants and warrant articles, when needed. Coordinates the compilation, typing, and proofing of the Town’s Annual Report.
- Acts as a backup to the Human Resources Department for all workers’ compensation claims for general government employees.
- Attends Select Board meetings, and meetings of other boards and commissions, if required, and directed by the Town Manager.
- Acts as a representative of the Town Manager in communications with citizens, residents, community groups, etc., and facilitates their interaction with Town departments, boards, and commissions; acts as a representative of the Town Manager at commission, board, and committee meetings. Responds to oral and written inquiries, requests, and complaints; refers citizens to appropriate departments.
- Works on special projects; performs similar or related work as required or the situation dictates.
EDUCATION AND EXPERIENCE
Bachelor’s degree in public or business administration, or a closely related field, and five to seven years of progressively responsible experience; or any equivalent combination of education, training, and experience. Experience with MUNIS and a master’s degree in public or business administration is highly desirable. Massachusetts Certified Public Purchasing Official (MCPPO) certification preferred.
