The town of Foxborough is seeking an Assistant Finance Director/Director of Accounting to provide skilled accounting and administrative work in assisting the Finance Director/Town Accountant in the management of detailed financial records.

Duties include, but are not limited to: Conducts monthly financial processing and reports as required by MGL and town bylaws for all funds and departments. Creates and posts all journal entries for the town and school, distributes reports, and conducts account reconciliations of balance sheet accounts. Will conduct annual year end closings involving journal and closing entries. Oversees development of the weekly expense warrant and reviews vouchers submitted to verify budget and policy/procedure requirements.

Assists the Finance Director with edits/updates, analysis, and reports final budget to the Town Manager and department heads after Town Meeting acceptance. Prepares annual budget for the accounting division and monitors the division budget. Prepares annual DOR reporting to include APIF schedule and schedule A. Will also assist the Finance Director with tax recap and balance sheet reporting. Participates in the annual audit providing schedules, documentation and answers questions. Reviews the monthly appropriation vs. actual reconciliation process. Prepares correcting journal entries and works with other departments to prevent errors.

Performs functions in tandem with the Human Resources Department. Assists with maintaining the job class position control and municipal pay codes. Conducts the administration and maintenance of the MUNIS financial software for all users, maintains chart of accounts, maintains training modules and provides server access. Attends training programs offered by MUNIS, MIIA, Office of the Inspector General, GFOA, and the Massachusetts Municipal Auditors and Accountants Association to keep informed of current information and requirements.

Functions as the Finance Director/Town Accountant in their absence.

Qualifications and Experience: Bachelor’s degree in finance, accounting or a related field is required. Three to five years of broad-based accounting experience with municipal experience preferred. Ability to be bonded is required.

Additional Details: Full-time (40 hour per week), benefited position. Works under the direction of the Finance Director/Town Accountant. This is a non-union position with a salary range of $92,477-$110,484. Starting salary will be dependent on qualifications.
